BACKGROUND AND CAPABILITIES

This Statement of Qualifications (SOQ) provides an overview of the capabilities of Brixey Engineering & Land Surveying, Inc. (BELS). BELS was established May 1984 by Ronald N. Brixey and Mark E. Baker for the purpose of providing land planning services, surveying services, and coal mining engineering services. Over the years BELS has improved and expanded the services offered to include the following types of projects:                     

 

1)    Subdivision planning, layout, and inspection of construction.

2)    Flood Plain studies and FEMA applications for map revisions and amendments.

3)    Drainage studies and construction plans.

4)    Street Improvement design and Construction Plans

5)    Water distribution systems.

6)    Sewage collection and treatment systems

7)    Environmental assessments.

8)    Gas and Oil well location surveys.

9)    Pipeline location surveys.

10)  Construction layout surveys.

Brixey Engineering & Land Surveying, Inc. serves a wide variety of clients in both the public and

private  industry.  BELS is based in Fort Smith, Arkansas with a current span of operations covering the states of Arkansas and Oklahoma.  We have considerable experience in preparation of plans and specifications for streets, drainage, water, and sewer improvements for residential subdivisions.  We have performed drainage studies for municipalities to insure that downstream effects of land development are minimized and we have provided drainage studies & construction plans for municipal drainage improvement projects. We have also provided design and construction plans for municipal street, water, and sewer improvement projects.  We have performed topographic surveys, drainage calculations and design where necessary, and completion of forms and applications resulting in revisions to FEMA Flood Maps.

 

BELS utilizes Haestad Methods software for water distribution system analysis.  The software is capable of analyzing data from several different formats including Kentucky Pipe.  We use Eagle Point software for sanitary sewer distribution and pump station design.  We can efficiently and economically model the City=s water and wastewater distribution systems.

 

In those cases where additional engineering expertise outside the realm of our design capabilities is required, BELS employs qualified sub-consultants whose expertise is specifically selected to best serve the requirements of the project. In such cases we act as project manager and primary consultant responsible for document preparation and processing, and incorporation of information into the overall plan.

SANITARY SEWER IMPROVEMENTS

 

The following Sanitary Sewer Improvements projects included wastewater studies for approval from the Arkansas Health Department, preparation of construction drawings and specifications, estimating quantities and cost, preparation of bid documents, analysis of bids, conducting pre-construction conferences, field construction layout, inspection and supervision of the work during construction, checking shop and working drawings submitted by the contractor, review and approval of progress and final payment estimates, preparation of change orders, preparation of As-Built drawings to reflect changes in original construction made during construction.

Lincoln Street Drainage Study and Construction Plans for Improvements.

BELS was contracted by the City of Greenwood to develop a drainage study of Lincoln Street and devise solutions to the flooding problem in the project area.  The study produced several alternatives to alleviate the excess storm water along Lincoln Street.  Construction Plans and Specifications were created based upon the preferred alternative.  Engineering services also included estimating quantities and cost, preparation of bid documents, analysis of bids, field construction layout, inspection and supervision of the work during construction, checking shop and working drawings submitted by the contractor, review and approval of progress and final payment estimates, and preparation of change orders.

OHM REMEDIATION PROJECTS

Fort Chaffee Remediation project as a sub-contractor to OHM Remediation services including 23 separate sites. Our employees were required to complete HAZ-MAT training and certification to qualify to work on these sites. Work included pre-construction and post construction surveying of limits of construction, detailed topography and detailed layout.

Letter of Map Revision for Mackenay Creek in Sebastian County, Arkansas. This work was performed in 1998.

FEMA personnel reviewing these projects vary and would be difficult to identify. However, the approved Letters of Map Revision are a matter of record.

 

SUMMARY OF STATE AND FEDERAL COMPLIANCE 

 

DAVIS-BACON LABOR LAWS

Brixey Engineering & Land Surveying Inc. has operated as a sub-contractor on Federally funded rehabilitation work in Fort Chaffee, Arkansas. This work was performed in compliance with Davis-Bacon Labor Laws including all required reports to the Government. We have acted as project engineer for Clayton Park, a Community Development Block Grant project in Fort Smith, which also required compliance with Davis- Bacon.

 

AFFIRMATIVE ACTION

While Brixey Engineering & Land Surveying is a small business with under 50 employees and not subject to an Affirmative Action Program we do comply with Executive Order 11246 and it is our policy to provide equal employment opportunity to all individuals. ACQUISITION
